Adolescent Charged With Fatal Stabbing Declared Incompetent

The 11-year-old boy accused of fatally stabbing Ryan Carter has been found mentally incompetent to stand trial by a Juvenile Court judge. Declaring he was “not only immature, but suffered from mental health and developmental issues brought on by fetal alcohol syndrome.” Judge Cynthia Bashant ordered the child to be sent to a “secure residential treatment facility until his competency is restored.”  San Diego Union-Tribune, 21 Aug 2012.
